Never thought that until now as I hadn't seen this clip in years, but this neautral calm voice does sound much better than the more "evil" voice it evolved to later in the franchise. Like a lot of things that become later "facts" the original stuff was far looser canon wise like Borg didn't always assimilate people originaly, but later got retconed as their only goal or the way Q behaved (he used to have a dif personality depending on the costume he assumed in Farpoint)

Ultimately this may be the scariest the Borg ever were. A gestalt of beings, a collective of thought and action, cold, relentless, possessed of a purpose they saw as benevolence, a view that was utterly alien, and yet somehow terrifyingly comprehensible.
