1980's under the CIA's DDO (Directorate of Operations), US Army 5th Special Forces Group and SEALs trained Pakistan Army instructors who were then employed by ISI to train Islamic extremists or Mujahidin in Pakistan training camps who would then cross into Afghan. to fight the Soviets. From book "Fighting Dirty" by Peter Harclerode, page 523. After the war, they became terrorists, Al Qaeda, Aby Sayaff and Taliban. 9/11 was "blowback" or a CIA intelligence failure.
