Wells is a cynical dealer of counterfeit drugs tells his pursuer to look down at the people below and says: "Victims? Don't be melodramatic.... Would you really feel any pity if one of those dots stopped moving forever?"
"No one thinks in terms of human beings".

I just saw the mention of this scene in Law And Order by Jack McCoy because they are judging a man who sold fake Influenza vaccines and 16 people die. The man was found guilty.

If Orson Welles had had more dialogue, he probably would've won the Oscar. I was disappointed to see him get very little screen time.
