What it means is the money harvested though taxation will not be enough to pay everyone in line to be paid. So the question will be who does get paid. Do we pay federal reserve banks interest payments? Do we pay rapascan for more scanners, what about paying china interest on there bonds while the retired people get no payment for medical care or food. The ceilng on debt forces the president to do his job and decide were the tax base is paid to , our people or corporations and other nations.
