It doesn't look like he was doing 150 but it depends how far away he was and how heavily zoomed the camera was.
If he was far away and the camera was highly zoomed in, the foreshortening effect of the long lens would make him look slower than he actually is.

He brakes for around one second and then he's at the speed of other traffic. I doubt he went from 150mph to casual cruising speed within a second. I smell bullshit.
