It is not realistic to expect any city to be "conditioned for blind people." The ONLY answer to this is proper training in the skills of daily living, most especially cane travel/mobility. Once one is properly trained, one can navigate anywhere. This film is an excellent demonstration.

this video is useful when the city is conditioned for blind people, still is good to know this, though not all the cities in mexico are this well prepared for blind people.
