@MrTornadoman97 You can recreate a similar effect with a ceiling fan and a one of those cheap gimmick strobe lights.

@MrTornadoman97 Basically the cameras FPS matches the speed of the rotor spin giving the effect of a slow-moving rotor, or sometimes a rotor not moving... it's really weird to see on camera when you can see it with your own eyes at the same time, google "stroboscopic effect"

@MrTornadoman97 It's because of the frames per second. Most cameras have 30 frames per second and so it is not able to capture enough images enough to see everything the rotors are doing. We can see more of it because our eyes are 100 frames per second (fps). Some cameras can see bullets because they are 20,000 FPS.

It's just a strobe effect with the camera that makes it look like the rotor is going slow.
There is a funny helicopter video that has the visual effect of a non spinning rotor.
Search youtube for "Extraordinary stroboscopic effect " to see it
