Can't say I agree with this. Firstly, the tissues are only theoretically separate, when you lift a weight, you exercise, muscle, nerve, fascia, bone, joint, blood vessel etc. If you load tissues through 'full range of motion' you maintain suppleness. It is also safe to dynamically and rhythmically mobilize joints to keep them supple provided the dynamic range of motion is appropriate for the given joint...

This guy has some excellent stretching vids, with good theory and intent. His squat example shows he doesn't know how to squat though :P
