Oh yay. To my right, I have someone who can make Kan-Dora (instant Mangan) at will. Across from me is a scwewy wabbit who is guaranteed to have at least one Reverse Dora (which are always flipped in this place) if she wins a hand. And to my left is an EX Boss who imposes an 8000-point minimum about every other hand. Then again, there are few hands below Mangan here.

Dora doesn't count towards a winning hand; it's only applied afterwards. You still need some other sort of yaku before you can Ron or Tsumo.

According to Touhou Wikia, Marisa's ability can turn a tile red, making it a dora tile and worth one yaku. So why not just pon and chi everything?
