@vfather2007 It has holes he already traced it.
1.) You need a green film/ or any film... Use a Printer, a usual printer you use when you print your reports for school. Print the Design you want in the Film or the Plastic thingy :)
2.) Use a cutter to make a hole, Trace the design or Printed Image to make the hole.
3) after doing that remove the plastic surface, then paste the film in a 'SILK SCREEN' (use a tape)
4) now, get your squidgee and Paint then do what he did. oh and put the cardboard

My guess is....
The stencil material is actually a fine screen that is coated with a light-sensative paste. You place the image (printed on the plastic sheet) on the screen, and expose it to light. Once exposed, you wash out the unexposed part of the image from the stencil, which creates the image on the screen. At this point, you're able to push ink through the screen.
The ink is probably water-based, or just your basic fabric paint.
Website doesn't explain this. Wonder why.

i seriously dont get how the paint goes through from "printing" that shit onto the stencil paper...how the fuck are you sopose to get the space inside the letter O and not get paint in it?

all this is cappilary film cut down to smaller sheets this video is mis-representing its self type in 'capillary film' in the search bar above and you will see that I am right.
I use this film regularly, this guy is selling sand at the beach don't buy it.
