TIE BREAK 02

Frank starts a new job at an office. There is only one desk and twelve red telephones on the floor. Only a blue telephone on the desk. Two men already working at the office, running a fraud business where they call people up and tell them that they have won a lot of money but they have to pay a large tax first. Frank keeps calling his mother who is ill and needs money for treatment. In the meantime, the other two men are trying to get an old woman to pay money over the phone for this scam. There is a lot of coincidence cause every time the new guy calls his mother she has somebody on the other line and then the guys start talking on their phone. Who is on the phone?
