It doesn't matter if it went through. You credit card company will give you the money back and take it from the merchant. If the merchant doesn't pay, they won't be a merchant any longer. They will have to get another merchant account.
Don't send money to Africa. It's pretty much that simple. It doesn't matter what they are claiming to sell or provide for you.

if you used your credit card, call the credit company and tell them that you bought something and you never received it from that, do a chargeback asap if you haven't already done so. You should be able to get your money back.
