Except he lives to fight and hence to KILL. He's not the ultimate neutral character, he's on the "darker side". By SC standards he is neutral, but he's not an ultimate neutral.
In the earlier games he was portrayed as honorable, but they dropped that(SE Mitsu wouldn't hurt a woman, SCIV Mitsu has actually killed one- Miser).

Mitsurugi's awesome.And,to respond to the many people who're asking about it : yes,he's definitely the ultimate neutral charachter.And that's one of the things that makes him so awesome.He has no objectives,no goals,no interests : his only aim is to FIGHT.And maybe that's what makes him perfect for this game.
