Mr. Präsident! Rate colleagues and colleagues! There is now 102 of 420 approved Castoren in the temporary storage facilities in Gorleben. Back and forth one pushes already now, because the dose values lie in the frontier of the permissible one. If a bath tub overflows, one must turn the water off and again not arrange the cocks.
(Applause with that DIE LINKE. as well as with delegates of the SPD)
The legally specified limit values are not there to ignore it. They are to hold the values of the artificial doses from nuclear plants on an acceptable level. That is not possible actually at all. Because there is no acceptable level for artificial doses. The limit values are at the most one upper limit of an increasing irresponsibility. On which height these are to be specified, is an ethical question.
We know all and experienced it that in case of a case limit values are also changeable. In Fukushima they were advanced gradually, for two reasons: First of all it sounds ever more harmless, if one formulates that the values move within the legal regulations. Secondly the radioactive output exceeds again and again all expectations of the atomic proponents, with whom one tried the society since beginning of the use of the nuclear power to calm down.
All this is already for decades well-known. But with the permanent unconvincable and with the principal-pregnant lobbyism, which we experience day after day and year by year, a not to dismantle contradiction is created, which becomes daily larger.

They increase this contradiction, by not immediately stepping out of the nuclear power, by it the Castor transports after Gorleben not to stop and by not being ready to really admit themselves on a social dialogue with which the population put in a word may, as it is to continue with the radioactive waste atommüllverwahrung.

I want to also say to you, why you are not ready to lead this socially urgently necessary debate. They have fear, and you to know that there is actually no solution. This contradiction is not dissolvable. The confidence of humans is fundamentally playful.
No, with the participants in the atomic industry, in addition, in the parliaments, which arranged this disaster for decades, it will not be possible to deal with this problem responsibly. They are obviously not interested in meaningful solutions, but still hear on the German atomic forum, on the BDI and on the other federations.
We have at present no temporary storage facilities for the Castor containers from the reprocessing. That is your being to blame for. Germany is not momentarily able to take up this radiating garbage from France. The temporary storage facilities Gorleben are the only camp, which has an appropriate permission. There the limit values are however reached. The camp is full thereby.
It was missed, in time after alternatives to look round themselves. The consequence for the French people is unreasonable: Permission for the Castor transport is to be recalled. Things must remain obviously still years in La Hague, which for the Frenchmen, as is said, unreasonable. We know however all that it will take years, until permission for further temporary storage facilities is given. To which region on do we want to put this camp you're welcome? I do not see that it would be a solution to prove one of the locations of the atomic power plants as radioactive waste camps.

I come to the consequences. First of all. The Castor transport forbid.

Secondly. The atomic power plants switch off. Thirdly. Admit made errors in the past. Fourth. Gorleben and Schacht Konrad as ultimate waste disposal give up. In the fifth place. A social dialogue begin. This dialogue must include humans and create confidence. Then can be discussed in the society, how we can solve this in 50 years problem developed. How can we solve these problems together? Functions only with a dialogue on eye level, and not with to belabor, with the issuing or the restriction of democracy rights.
