Assembly Constitutional Amendment 9 by Assemblyman Jared Huffman (D- San Rafael) cleared the Assembly Local Government Committee on May 6 and is headed for the Revenue and Taxation Committee. It would put a measure on the ballot that would lower the voter threshold for approval of special taxes from two thirds to fifty five percent. Advocates say the two thirds requirement is an illogical impediment for raising revenue. Opponents say comparitively higher taxes in California shows it is unnecessary. Prop. 13 proponents often point out they believe the two thirds vote helps alleviate the unfairness of the majority imposing a tax on others -- for instance, non property owners raising property tax on those who own property.
