True far 103 ultralights typically start at around $6000 and go up from there, although you can find good used ones starting at around $2,500. Light sport aircraft on the other hand cost significantly more.

As kits, they run maybe $15000 to over $30K. True ultralight (FAR 103), no license, but training is strongly advised. For others, Sport Pilot certification...

The place was the Marion, Iowa airport (just outside of Cedar Rapids, Iowa on Hwy 151. Every year the weekend before the Fourth of July the airport stages a pilot's fly-in pancake breakfast for the general public. You never know what you will see but the ultralights are generally there.

Perhaps someone else can comment on your questions. I was an observer as these planes came by. They are cool to watch.
