This video is very complicated!

However, I believe that one simple fact, once understood could shed light on what he is trying to say by giving very specific details outlining this fact......

....and that is, that all people who have received their Law Degree, must write the 'Bar Exam' or equivalent, whereby they swear an oath to uphold the ruling Government's laws, and to this affect, they must be a part of the system and hence, why they can not 'opt' out, the way the rest of us can.

I'm having trouble following the logic because I can't see where you differentiate between "JJ" and part-time "JJ." Seems to me the wording of the act is specific that the JJ referred to is a part time JJ only. Please help!!
