Lottery retailers here in Canada are not allowed to check your ticket until you have signed it. There may be a few who will but that is rare now. Rule came in because some retailers stole tickets that were winners. Just had a group who were awarded millions 9 years after this kind of incident. Unfortunately the woman who led the group passed away a few years ago. Arrests and prosections have been carried out in this and other cases.

I was the one, years ago who got the Lottery Commission to "print" TWO receipts in the first place. I have NOT been as successful in getting them to demand that lottery retailers give the copy of the receipts.

Retailers say, "Nobody wants them!" Because this serves their purpose when they make a mistake, or steal money from customers.

I estimate, based upon mistakes that I see that millions are stolen from customers annually!

In the case of Mr. Willis, the lottery retailer checked the ticket. There were TWO receipts printed out. One of them says Player Copy, which the vendor did NOT give to the customer!

I have asked the Lottery Commission to have a promotion, called Customer Appreciation. When a retailer FAILS to give the Player his or her copy, the retailer is obliged to give the customer a $1 FREE lottery ticket. IN ADDITION to the Copy!

Some years ago, I had on many occasions, and still do, complain to the Lottery Commission about rude, arrogant vendors who REFUSE to give the Player Copy of the redemption of a ticket. Most often, the vendor 'chunks' the Player Copy into the trash and says, "You have $10 dollars,' or whatever he/she wants to say. I have often caught vendors saying incorrect amounts. They feign ignorance,or an accident when caught. There is no penalty to vendors.
