This is called "en passant" capture.
When a pawn (let's say white) is on the 5th rank (or 4th for black), and a opponent's pawn advances 2 squares (it's first move), stopping right by the side of the pawn in the 5th rank (the white in this example), the withe pawn have the OPTION of capturing the black pawn just like if it has moved 1 square only.
I guess this "extra power" is granted to that pawn in the 5th rank (4th for black) because he has just invaded the opponents territory.

In my opinion Bishops should worth 4 pawns and Knights 3, because the mobility of the piece itself is better and 2 bishops complete themselves (but, of course, a Knight can be a devil in the game when you know how and when to use) and in closed positions they're values should be exchanged. Considering that a Queen has the powers of a Bishop and a Rook, I guess that the best way to explain the value of the Queen is: a Bishop (4) + Rook (5) = Queen (9)!
