Teachers union wants Nova president indicted for breaching labor standards law

The labor union representing teachers at scandal-hit English-language school operator Nova Corp asked the Osaka labor standards authority Tuesday to seek an indictment of the company and Nova President Nozomu Sahashi on charges of a breach of a labor standards law.


The General Union requested the Osaka Central Labor Standards Supervision Office, an arm of the Ministry of Health, Labor and Welfare, to ask public prosecutors to build a criminal case against the company and its president over a delay in payments of wages in arrears to its foreign instructors.

Union leaders and related parties visited the labor standards supervision office Tuesday to hand over a document asking it to lodge the request with prosecutors.

"Although the union stands ready to ask public prosecutors to build a criminal case, the union deems it to be more appropriate for the Labor Standards Supervision Office itself to file a criminal complaint with prosecutors asking them to file an indictment," , General Union leader Katsuji Yamahara said.

Wage payments for Nova's 4,000 foreign instructors in mid-September were delayed for weeks. Nova has also notified the instructors that wage payments due in mid-October will be delayed until Oct 19, the union said.

On top of this, wage payments to around 2,000 Japanese employees due at the end of July and August were also delayed. Although they were eventually paid for those months, their wages due at the end of September have not been paid.

Article 24 of the Labor Standards Law stipulates that companies must pay wages to employees at least once a month, on a fixed date.

　賃金の未払い問題が起きている英会話学校最大手NOVAで、外国人講師らが加盟する労働組合は、16日、労働基準法違反で社長を書類送検するよう求める文書を、労働基準監­督署に提出しました。

　業務の一部停止命令を受けた「NOVA」では、受講生の解約が相次ぎ、外国人講師などへの賃金の支払いが滞っています。

　このため、外国人講師らが加盟している労働組合「ゼネラルユニオン」は、16日、大阪中央労働基準監督署を訪れ、賃金の支払いとNOVAの猿橋社長を、労働基準法違反で書­類送検するよう求める文書を提出しました。

「みんながきょう集まったのは、生活問題でマンションから出されてる人いますから、監督署はちゃんと責任を取って、労働基準法を守って、ちゃんと監督署の仕事をしてほしい­」（外国人講師）

　ゼネラルユニオンによりますと、9月分はすでに3週間遅れていて、3日前に、さらに支払いの延期を通知してきたということです
