I think the reason he got a 17 was simply because she wanted to guess... but Rory gave the names of the politicians before giving his impersonations... which implied that he didn't understand "I'll guess" in French.

@themusicdr and @alahl002, the french education system does not believe in giving perfect scores, because they believe you cannot be perfect. The highest a student would probably ever get would be a 17-19, even a 19 is pushing it though.
