On a different britcom that i like. My Hero. They make several inti-Belgium comments. I assumed it was a similar rivalry like the USA and Canada share. We always put down the other one, but its all in good fun.

It's a pun. They are taking a bath, washing with soap, one says "Where's the soap?" and the other thinks the first one is saying "Wears the soap," that is, "Bathing wears out the bar of soap... I think? :D

One nun says 'where's the soap" the other says 'yes it does". What she actually said was "wears the soap" implying she was using it for personal satisfaction in her personal areas, and this made the soap get smaller! :)
