Likely but not all of the time. Usually accelerants like gasoline (indoor fireworks high in accelerates) do not generate a lot of toxic gas compared to wood or man made materials. Because of this they spreed fast with few fumes. So most likely the people closest to the initial fire were burned alive, once the fire started burning more of the building the fumes would have built up and people would have been suffocated before they burnt. Hopefully most were unconscious.
