The reason school music programs are dying is because there is a universal belief in the United States that people who play clarinet or violin or any band or orchestra instrument are "idiots", "geeks", "nerds", "dumb-asses", "pussies", and "fags". Ironically, VH1 perpetuates this belief with it's programming. If VH1 really cared about school music programs, it would attempt to change people's perceptions by showing people on it's worthless channel playing the trombone or the cello. VH1sucks.
