Adobe Photoshop CS3 Neon Lines Tutorial

A pretty basic tutorial on how to create neon glowy lines in photoshop, whenever i have the time im going to try and do a voice tut, but for now, i'll just be posting these.

I'm having a problem...

I made a few layers at college on cs5, with neon lines. I got home and went on the servers but they only have cs3, which is fine because i'm used to using it. I followed these steps which are the same as I learnt in class but when I right-click on the line the 'Stroke Path' option isn't available. Any ideas why?
