Every system that is just should be such designed as to benefit the weak ones; if it is meant to benefit the strong one, we don't call that just, we call that exploitation.
In a republican debate, Ron Paul was asked about health care -- and I have to admit he was a lot more humane than his fans -- and if some poor people should be left to die. He answered that freedom entailed risks and so on, but when the second claim came, the crowd behind shouted "let him die" and Paul looked at them and answered no.
Meritocracy is exactly that: stealing from the poor because we are the victims.
You're right, but what you're talking about is a relatively high standard of morality. He's talking about cruelty which does no good to the perpetrator, or perhaps make him richer when he's already rich. But the environment legitimatize it and persuades you to think it's just and required.
However I do think that if it's just a starving child and another person and the other person is ALSO starving that many people WILL take the food from them (And perhaps for that matter eat the child.)
It's also the circumstances. If someone is desperate they generally will not act like what we call moral, even if there aren't groups involved. (Of course that only makes the situation even WORSE probably.)
