Rub his neck, to his armpit. Squirrels love their armpits rubbed :) Looks like you stumbled upon a baby squirrel. He's adorable... but, you should probably let him be, don't want them gettin' too used to humans, it compromises their safety.
I have a red squirrel. I'll upload a video of me rubbing his armpit. :)
