Yeah, it's a problem with the capacitors. Try leaving it on for an hour or so and then off and on and she might boot!

Is the large black line rollind down the screen part of the problem, or is that just the digital camera?

AFAIK it's the capacitors, they aren't working right after all them years. If it's left on for an hour or so they seem to fill up and then it'll turn on.
