The answer to why the don't fly is simple. They are in dinosaur mode. Evidenced in the film, the dinobots go after Devastator in robot mode. They fly. When they hit Dino mode, they fall.

@charlie35854 It seems like when a Transformer falls he has problems activating it's flight mechanism. It also happens in other Transformers cartoons.
