It seems that someone or a group of people from the dictatorship's corridors of power were responsible, since they have the resources and the justification to do so. Marcos was dying. If Ninoy made it home, everything that these people planned would be jeopardized.

The plan was simple: neutralize the threat by killing Ninoy!
