Cant speak for the WHOLE united states but I am almost positive that Carp and other invasives can be cuaght by any means in all waters. and a some lakes allow spearfishing for other species. such as colorado.

I found out that it is really illeagle to polespear in any fresh water in the US. Could have cost me my truck boat and fishing license for 5 years! But I was 17
