Cuando el sol está todavía levantándose, siendo ya las 9:30 de la mañana, las luces ayudan a ver al vehículo cuya parte frontal permanece oscura puesto que el sol incide por detrás. This is seen as good effect.
But for the driver - in the same situation - no car lights = empty road...
That is a mistake. The pedestrian has NO LIGHT ... and when the driver goes opposite to the sun - he see's other cars better - so he is going MUCH FASTER than he will be going if the other cars would have their lights off.
He drives with less caution and see's objects with NO LIGHTS - later + he is going faster
=accident ready
Such happened 2 years ago in Poland- and nobody knows why.
