If you are jailbroken, you can install the voipover3G app from Cydia and then make Skype calls over 3G or Wi-Fi.

If you do not install the voipover3G app then you are limited to using Skype on Wi-Fi only.

@mkoscso it depends your provider and country. In some countries you pay per kilobytes, in other you have a fix amount of bytes per month, in some places you have illimited connection, etc. as you provider

But it works nice on 3g network.
