I believe the video is getting at the fact that the abuse had to happen BEFORE the police get involved, meaning that the ham is already done the police just keep it from escalating. of course they usually only hold people for 24 hours and the abused partner may have no money or place to get away. Don't forget that abuse usually involves isolation.
