Substitute the red sugar for glitter. It makes it more shiny. Another really good blend is mash up corn with flour and vanilla flavoring with the glitter.

I just use plain old white bread balls and they jump all over it.

from my experience, i've had the best luck using bare silver hooks. they are like crows, raccoons, etc. they like shiny things. try it.
