GTA IV Cop Giving Out a Ticket?

I was driving around and noticed a cop was checking the trunk of a car that I guess he pulled over. He then proceeds to the driver sides and it looks like he issues the driver a ticket. I never thought cops could pull people over and do a check on the car and issue tickets in the game.

you know what I hate the most when I do cop mission i help out in a shootout and then they all shoot at my, hopefully the next GTA will give a a option to choose a criminal life or a police career

I see this a lot, especially on that bridge that connects Broker to Algonquin and Bohan. It goes over Charge Island and has the toll booth on it. See cops pull over people on the Algonquin stretch a lottttt.
