This song wasn't written in reference to Howard as you say. Howard wasn't Prime Minister when the wrong was released in 1987. It was written in response to the debate about Aboriginal land rights which occurred in the 80s.

The song was written back in 1987, long before Howard was Prime Minister. They didn't write the song in disgust over Howard's refusal to apologise. It was written to the debate back in the 80s around Aboriginal land rights.
