Because it isn't as simple as you may think.
EDIT: This is in SAMP, not San Andreas SP. That's why sometimes you need a trainer, in SP it's 400x easier.

there is an easier way go to Las Venturas Airport and search the biggest hangar inside the airport activate the jetpack (cheat for pc "rocketman") and go to the roof of the hangar the hanngar door will open now enter the hangar and there will be an AT-400 and you dont need stairs there is a ramp at the side of the plane door
