The joke you envisioned is meh, combining our then-Prime Minister Jean Chretien's first name with Vladimir Putin's last name. The actual joke, though, is that we have a fast-food item called "Poutine" (originally from Quebec), which is an order of fries topped with cheese curds and brown gravy. "Jean Poutine": It's a Canadian inside joke.

NB: Vladimir Putin's name is spelled "Poutine" in French, because "Putin" would have the same pronunciation as "putain", which means "whore". Also funny.
