before the vote or to areas that are doing very poorly. Not all have to be done just areas they KNOW they will lose for sure and areas on the edge. Leave the ones they know are good alone. That is easier and not as much risk for them

well maybe to make the numbers look believable!
would you believe in a larger scale 100% of the votes were for one person? no they would realize something is wrong and redo it! but im not sure if they were favoring one candidate or just screwing with the system lol
