Gnome in Argentina (stabilized)

A "gnome" purportedly spotted in 2008 in the town of General Guemes, Salta, Argentina. In the stabilized version a pom-pom ball dangling from its pointy hat can be seen, revealing it was only a joke, probably performed by a midget or a child. On the other side, it carries some big square thing on its back, like a backpack or something. What's that for? May be to help it walk unnaturally? i honestly feel like this COULD be an authentic video. pay attention to the size and movement of the thing. it registeres a small size in comparison to the guys in the video.
