He was a secret service agent. Although his timing was gravely late, he rushed to the motorcade in attempt to cover the president any further shots - even if a fatal one already struck.

Also, to those theorizing that the driver shot him, really... try to find a higher quality version of the Zapruder film. At the time of gunfire, his hands are clearly shown to be on the wheel.
