Great info - Thanks! ... And I agree with johnmonk66 about it being a clay sculpting tool. If it were a dental tool as the other user suggested it would fully be stainless steel and not have a wooden handle / grip as this one does for sterile purposes...
The tool you cant name is a tool for model clay sculpting, it comes in many different shapes. Just look for clay sculpting tools and you will find them

that double sided tool is called a "RIFFLER" it is used as a finishing tool in sculpturing

Yes, the tool is a modellers clay tool. My mom use to own a plaster statuary shop, and we sold them to clean up mold lines on hydrocal statues.
I have one and use it on my Model RR stuff!!
