Nonsense. Legalise the distribution of cigarettes and condoms to prisoners and you'll avert subversive activities. Furthermore, reform the prisons department and enable rahabilitation of prisoners, raise prison warder pay and equip them better. For crying out loud the PRC is wearing a relic of the colonial times shameful!
