Well if you would pay even the slightest attention to the Final Fantasy story line you would realize that all of them were experiments, that includes Sephiroth, Zack, Genesis, Angeal, and of course Cloud. Hujo in his experiments could never make the "perfect" one thus throughout Crisis Core you slowly see Genesis and Angeal turning gray and becoming weak. Each of them were given a wing in the experiment hints why Sephiroth is named the One Winged Angel thus they can fly.
