It's a legit process, but I can't recall the name of it in CS4 because my trial ran out and am waiting on a copy of CS to apply my cs4 extended update to, so I can't use it for a few days.
CS, Paint Shop Pro and I believe GIMP all support stuff along these lines. Not sure on Gimp, may need to use cloning until they make the quick and easy filter.
without further information I would say this might be fake, like just switching layers showing images manually manipulated or somthing, but of course I don't discard the possibility that this thing does work as displayed and the person who posted this vid had some reason to not give any info about the techinique nor show the rest of the screen
