The Vipers were an obscure '80s band that was transfixed with '60s garage/proto-punk, often drawing comparisons to such similarly styled outfits as the Chesterfield Kings, the Cynics, and the Lyres. There was also an Irish Vipers. These guys sound great.

The Vipers were from NYC.
You might be thinking of The Wipers, who were from Portland. They played gigs with Irish bands Stiff Little Fingers and Boomtown Rats.
