I found this clip here on Youtube a while ago, and have been putting together this translation ever since. It probably isn't perfect, since I used an internet translator, but I translated it both ways and then reworded some parts so that they made sense. It's not meant to be an exact translation, just one that allows a Japanese speaker to know basically what's going on.

The reason that guy's voice sounds familiar to you is that he's Norm MacDonald, who yes, voiced Lucky (the dog) in that series.

Good effort. Probably would have been better to call Ash by his Japanese name, rather than using the Japanese word for 'ash'

I don't remember, it's been so long. In any case, it was never intended to be a perfect translation just one good enough that a Japanese viewer would know basically what's going on.
