Yeah, this is like saying that African-Americans don't speak English because they communicate with each other through [Ebonics] their own version of English. But, when the situation calls for it, they do indeed speak standard English (at work, in a board meeting or in court). LOL.
Every Francophone African also has a dialect that he speaks at home, even if he officially speaks French in public.
