Sorry to break the truth... incompetence happens all the time in hospitals, everywhere in the world. Unless its widespread and systematic there is no point of holding somone that has absolutely no direct connection responsible. Maybe hold the hospital responsible b/c that is more of a direct connection.

You don't see Mayor Bloomberg being held repsonsible for the negligence in every New York City Hospital do you?!

If everyone duck out, then how to improve? It is the life of a citizen, how can a mayor acts a way that's none of this issues. There is a flaw, and it needs to be addressed. Being a leader, the least he can do is to acknowledge the situation and fight for the right of his citizen! It is a question of duty rather than a question of connection. If connection has to be made before acting, then nobody should stop in emergency cases to lend a hand to those in needs.
